This give to us some advantages, like this :
1. too small - for children only
too tight around the neck. I'd say it can close comfortably on children younger than 8 yrs old. It cannot fit adult.

2. Excellent for Bleach Uryu Ishida Costume - NOT for little kids
This is an excellent short shoulder cape for kids old enough to know to undo the velcro throat strap if they get hung up on something. For younger kids, it's a choking hazard. My 11 year old used this as part of a Halloween costume (he was Uryu Ishida from Bleach, and he looked awesome : ) )
